Aatmanirbhar Bharat Swayampurna Goa 2021
The government has launched an action plan for Atmanirbhar Bharat Swayampurna Goa as part of an economic revival plan for gram panchayats in the state. Under this scheme launched by the government through Virtual Event on 1 October 2020, the benefit of all state and central government schemes will be taken to the doorsteps of the people.
As a part of the Aatmanirbhar Bharat Swayampurna Goa initiative, government officials, teachers and students will reach every gram panchayat. This will be done to ensure that each village becomes self-sufficient by exploiting the resources available within the area.
Apart from government officials, ‘Swayampurna Mitra’ means teachers and students will also join the Atmanirbhar Bharat Swayampurna Goa Scheme.
These Swayampurna Mitra will provide benefits of all state and central government schemes to gram panchayats. Under the program, the government will undertake skill mapping of the population and resource identification of the villages to ensure that every village is self-sufficient.

Atmanirbhar Bharat Swayampurna Goa Official Launch
As part of the initiative, around 41 gram panchayats have been identified for the initial phase of the government’s self-reliance initiative. This would include preparing a detailed dossier at each village, listing the existing infrastructure, seeking input on the requirements to make it possible and self-sufficient.

The state government wants to end poverty. Goa is completing 60 years of liberation (from Portuguese rule) and if the resident of Goa is still below the poverty line then the state government needs to change this and increase the income of the poor.
Aatm Nirbhar Bharat Swayampurna Goa Scheme Formation
Under the Aatmanirbhar Bharat Swayampurna Goa a study of the economic revival for village panchayats was undertaken by Directorate of Higher Education and GIPARD. 25 colleges were involved in the data collection, analysis of data and preparation of individual reports of the all the 191 panchayats in the State. The Core Team consisting of offices of DHE, GIPARD and Colleges were constituted to prepare the action plan.
The programme was as promised by the Chief Minister Dr. Pramod Sawant earlier.
The Directorate of Higher Education and Goa Institute of Public Administration and Rural Development are co-ordinating the programme.
The sectors identified for taking up the action plan were agriculture, Animal Husbandary, Youth and Adolescents, Senior Citizens, Women and SHGs, Tourism, Fisheries, Natural Resources, Schemes and their Convergence and General – Good Governance.
