Khadi Agarbatti Atmanirbhar Mission 2021

The Khadi Agarbatti Atmanibhar Mission has been approved by the Central Government. Union Minister Nitin Gadkari of MSME has approved this unique employment generation program proposed by Khadi and Village Industries Commission (KVIC). This scheme of Ministry of Micro, Small and Medium Enterprises will make India self-reliant in the production of agarbatti.

As a statement from the MSME Ministry, KVIC has prepared the Khadi Agarbatti Atmanibhar Mission (KAAM) scheme on Public Private Partnership (PPP) mode. The KAAM mission will require very little investment to create permanent employment. Khadi Agarbatti Atmanibhar Mission Plan will help private agarbatti manufacturers to increase agarbatti production without any capital investment by them. As part of the Khadi Agarbatti Atmanibhar Mission Scheme, KVIC will provide automatic agarbatti making machines and powder mixing machines to artisans. This will be done through private incense sticks manufacturers who will sign the agreement as trading partners.

Objectives of Khadi Agarbatti Atmanibhar Mission

The objective of this KAAM program is to create employment for the unemployed and migrant workers by significantly increasing the production of domestic agarbatti. KVAM submitted the KAAM to the MSME Ministry for approval in July 2020 and the project was approved on 2 August 2020. Soon KVIC’s Khadi Agarbatti Atmanibhar Mission (KAAM) pilot project will be launched soon for the entire country. With the full implementation of the Khadi Agarbatti Atmanirbhar Mission project, thousands of jobs will be created in the agarbatti industry.

With the current job work rate, people can get Rs 15 per kg for making agarbatti. Thus, 4 artisans working on an automatic Agarbatti machine can earn a minimum of Rs 1200 per day by making 80 kg of incense sticks. This means that every artisan can earn 300 rupees per day. Even by working on a powder mixing machine, every artisan can get an amount of Rs 250 per day. Under the Khadi Agarbatti Aatmanirbhar Mission, the salaries of artisans will be provided by business partners on a weekly basis directly to their accounts only through DBT.

Supply of raw materials for the final product artisans, logistics, quality control, and marketing will be the sole responsibility of the business partner. Ownership of the machines will be automatically transferred to the artisans after recovery of 75% of the cost.

Employment under the scheme

Each automatic agarbatti making machine produces about 80 kg of incense sticks per day which will provide direct employment to 4 persons. The central government has decided to purchase only locally manufactured machines by Indian manufacturers under the Khadi Agarbatti Aatmanirbhar Mission. KVIC will provide 25% grant on the cost of the machines. It will recover the remaining 75% of the cost from the artisans in easy installments every month.

Raw materials for incense sticks will be provided to the artisans by the trading partners and they will pay the wages to the workers on the basis of work. Even the cost of training of artisans will be shared between KVIC and private business partner. To train the artisans, KVIC will bear 75% of the cost, while 25% will be paid by the business partner.
