The Central Government has launched the Affordable Rental Housing Complex (ARHC) Scheme 2020 under the flagship Pradhan Mantri Awas Yojana. In this PMAYU ARHC scheme, the government will provide affordable rental housing to the migrant workers and urban poor to live.

Affordable Rental Housing Complexes Scheme Chart

Affordable Rental Housing Complexes (ARHCs) is a sub-scheme under the Pradhan Mantri Awas Yojana- Urban (PMAY-U).

ARHCs means an empaneled project consisting of at least 40 Dwelling Units (DUs) along with basic civic infrastructure like water, sanitation, sewerage/septage, roads, electricity with necessary social/commercial infrastructure for an urban citizen and Dormitory mix. Poor from EWS/LIG categories.

DU will include a single bedroom up to 30 sqm and living area, a double bedroom up to 60 sqm with kitchen, toilet, and bathroom, dormitory beds up to 10 sqm each. A maximum of one-third of the units (33%) are allowed in a project with 2 bedrooms, living room, kitchen, toilet, and bathroom. Prospective agencies/entities/ Dwelling Unit/Dormitories may be proposed as follows:

ARCs implementation

ARHC will be implemented through two models:

Model-1 : Using existing government-funded vacant houses to convert them into ARHC under Public-Private Partnership.

Model-2 : Construction, operation, and maintenance of ARHCs by private/public entities on their vacant land.

There will be 2 broad approaches for the effective implementation of the ARHC scheme. Firstly the existing vacant government-funded housing complexes will be converted into ARHC through a concession agreement for 25 years.

As per official figures, 1.2 lakh such government houses are available under the housing schemes of Jawaharlal Nehru National Urban Renewal Mission (JNNURM), PMAYU, and other state governments. Of these, Maharashtra has 35,000 houses while Delhi has 30,000 houses.
